Why a phone or a TV cannot do it

A dual-subtitle tool works by running code inside the page and drawing an extra line over the player. That requires a browser that accepts extensions, which in practice means desktop Chrome and other desktop Chromium browsers. Chrome on Android and Safari on iOS do not load this kind of extension, and a smart TV or console app is not a browser at all.

It is worth stating plainly because the alternative is discovering it after installing something. If your study happens on a TV, no browser extension is going to change that, and a tool that implies otherwise is selling you something.
