Is there a free Lingopie alternative?

NoaLingua is free for every feature and works on Netflix and YouTube. Language Reactor is also free for dual subtitles. Neither gives you a licensed learner catalogue, because neither licenses content.

Do I still need a Netflix subscription?

Yes. NoaLingua adds a layer to Netflix; it does not supply the video, and it does not bypass subscriptions, DRM or geo-restrictions.

What is missing on Netflix compared to YouTube?

On Netflix there is no whole-film transcript, no bilingual PDF of a film, and no translating ahead of where you are watching. Those are YouTube features.
